I. "Bringing In": Deepening Cooperative Education and Cultivating Internationally Oriented Talents

The College has consistently introduced high-quality overseas educational resources. In August 2020, with the approval of the Shandong Provincial Department of Education, Shandong Urban Construction Vocational College and Jeonju University of the Republic of Korea jointly launched a higher vocational education program in Environmental Art Design. Since enrollment began in 2021, the program has admitted five consecutive cohorts and currently has nearly 200 students. Centering on the talent cultivation objectives, the two sides have jointly formulated the curriculum system and teaching plan, implemented bilingual teaching, and promoted coordinated improvement in program development, curriculum development, and teaching management.

Relying on the cooperative education program, the College and Jeonju University have continued to organize activities such as opening ceremonies for new students, the development of a Korean Language Education Center, and exchange exhibitions of outstanding student works. These efforts have built a platform for mutual learning between teachers and students, broadened students’ international vision, and enhanced the quality of Sino-foreign cooperative education.

II. "Going Global": Promoting Vocational Education Overseas and Serving the Belt and Road Initiative

The College has actively implemented the strategy of vocational education “going global.” Focusing on countries along the Belt and Road, it has carried out overseas platform development, curriculum export, and talent training, gradually forming an international cooperation pattern supported by Banmo Academies, overseas education institutions, and “Chinese + Vocational Skills” training.

(I) Jointly Building Banmo Academies and Overseas Cooperation Platforms

The College and China Construction Third Engineering Bureau Co., Ltd. have jointly established the Pakistan Banmo Academy, offering courses such as Building Construction Technology, Building Equipment Installation, and Practical Chinese. The College has also provided specialized training on the “Chinese Construction Industry” for more than 60 employees of China Construction Third Engineering Bureau’s Pakistan projects.

The College and Changda Construction Group have jointly established the Qatar Banmo Academy, holding a signing and unveiling ceremony via video link among Jinan, Weifang, and Doha. In July 2025, the College delivered a specialized training program on “Application of Intelligent Surveying and Mapping in Building Construction” for Qatar-based employees of Changda Construction Group, helping improve the quality of technical and skilled talent cultivation for overseas projects.

The College has participated in the Pakistan-China Vocational and Technical College project jointly developed by Shandong Institute of Commerce and Technology and relevant Pakistani partners. It assisted in formulating talent cultivation programs for Architectural Design and Architectural Engineering Technology and organized professional training on Chinese ancient architecture for Pakistani teachers. In November 2025, the College signed a memorandum of cooperation with Pakistan-China Vocational and Technical College, further expanding the scope for cooperation.

(II) Carrying Out Overseas Education and “Chinese + Vocational Skills” Training

The College was approved to participate in the Jingshi Project for People-to-People Exchange of the Center for China and Foreign People-to-People Exchange under the Ministry of Education. It has established a Jingshi Academy at the National Technical Training Institute of Cambodia and, together with Shandong Chengxinhang Property Management Co., Ltd., built a “college-college-enterprise” tripartite collaborative training mechanism. The College has developed bilingual courses and supporting teaching materials in property management and explored a training model integrating academic education and vocational qualifications. At present, course resources such as House Inspection and Testing, Management, Property Management Practice, and Property Customer Service Management have been uploaded to the platform; relevant curriculum standards have been certified by the Cambodian side, and the project is progressing steadily.

The College has conducted “Chinese + Vocational Skills” training for employees of Chinese-funded enterprises in Cambodia and local university students. The training covers topics such as BIM technology application in construction, engineering surveying technology, Chinese for management practice, and basic Chinese. It has served 15 Chinese-funded enterprises in Cambodia and trained 877 participants in total. The training emphasizes embedding Chinese language learning into practical construction scenarios, thereby improving participants’ language application ability and job-related skills.

In August 2025, the College, together with 22 domestic higher vocational colleges and Duanhua University in Cambodia, jointly established the Overseas Engineering Technology College. Focusing on construction engineering-related programs, the initiative carries out collaborative education and has established cooperation mechanisms for joint program development, faculty dispatch, teaching resource introduction, and joint construction of practical training bases.

III. Standards Development: Promoting the International Export of Vocational Education Standards

Drawing on its strengths in programs such as Modern Property Management, Landscape, and Urban Gas Engineering Technology, the College has actively participated in the development of international occupational standards. The Level IV occupational standards for Greening and Landscape Development Technician and Property Operation Coordination Engineer have been reviewed and certified by the Ministry of Labor and Skills of Ethiopia.

In 2025, the Department of Municipal and Transportation Engineering undertook the development of the occupational standard and professional teaching standard for Petroleum and Natural Gas Storage and Transportation Engineer in Tanzania. It completed the development of the NTA Level 7 occupational standard and professional teaching standard, which were certified by Tanzania’s National Council for Technical and Vocational Education and Training in May 2025.

The College has also undertaken work related to construction worker skills testing for China-Israel labor cooperation under the Ministry of Commerce, participating in the development of construction standards for tile workers, steel-fixers, plasterers, carpenters, and other trades. These efforts provide standards support for China-Israel labor cooperation and overseas engineering projects undertaken by Chinese-funded enterprises.

IV. Overall Outcomes

Overall, the College has adhered to the dual-wheel drive of “bringing in” and “going global,” continuously expanding pathways for Sino-foreign cooperative education, overseas platform development, skills training, and standards export. Its international cooperation network has been steadily improved, and its capacity to serve the Belt and Road Initiative and the international development of vocational education has continued to grow. Looking ahead, the College will continue to leverage the distinctive strengths of a higher vocational institution specializing in urban construction and environmental protection, deepen cooperation with overseas colleges, enterprises, and institutions, promote higher-quality international education, and build an international cooperation brand for vocational education with distinctive urban construction characteristics.
